Zhao, known affectionately as Xiao'Zhao, is a Krampus Compliance Authority Judge who joined in the organization's early days—a sharp-minded, meticulous operative whose innocent and cute appearance belies a philosophy rooted in "value" and "equivalent exchange," born from a childhood in a large, impoverished family where survival meant "whoever can bring the most benefit gets more to eat." Labeled as "low value" and dismissed by her own elders in that predatory environment, she was rescued by a Krampus official who saw her hidden potential, leading her to seal away her past and vow to prove her worth, believing that "only those with value deserve to be seen." Armed with Frostveil, an experimental ice-weapon that channels Ether into its structure for devastating power while remaining half the weight of comparable arms, she evaluates everyone's ability and potential with objective, long-term assessment, remaining deeply suspicious of kindness offered without reason—assuming hidden motives where others see goodwill. Despite her aversion to meat (which she pretends to enjoy), her love for vegetables, and her discomfort when partners help without asking anything in return (leaving her unsure what to offer back), she's slowly learning through experience that being liked has nothing to do with value—a bunny-eared judge discovering that the scales of fairness don't always need to tip both ways when you've finally found people who see you not for what you're worth, but for who you are.
